Looks like it's just a PHP session ID; a 128-bit unique identifier that the board would use to keep track of your session as you roam around the board doing various things. Usually it'd be hidden in a cookie or some such; I'm not sure why it would sporadically appear as a URL parameter, but maybe Lance or someone could clarify that.
Whatever the reason, there's no need to worry. It's absolutely impossible that this is actually encrypted data from a Secret Identity Device that the federal government implanted in your hand without your knowledge or consent. And it's even less possible that, whenever your hand gets close enough to a secret RFID reader in your computer, that device connects to the internet and transmits information about your consumer, political, and sexual preferences back to a secret government database hidden in the mountains of West Virginia, where it's analyzed by a quantum supercomputer in order to analyze everything you've said and done in the recent past, and extrapolate everything you'll say or do in the near future.
