Or more accurately “boats”.

That is a boat in the way that a shopping trolley is a car. It is raw steel plates welded into a boat-ish shape. It isn’t painted because it will only be used once and won’t rust appreciably before it sinks or is impounded. FSM only knows what the internal fittings are, if any. If it was twice as good it would still be a death trap.
Edit:
Shitting fuck, that is a barely boat shaped object. It is an empty shell with no buoyancy and if it ever had an engine it was an outboard which has fallen off.

German has a very poetic, yet totall apt word for these kinds of deadaly contraptions: Seelenverkäufer - Soul-sellers.

It gets worse; the four people in the boat in the second photo are the only survivors of a, different, capsized boat. The one they are in was drifting empty and they came across it. The fate of its original occupants is unknown. It is flat bottomed with no keel so will be, in nautical terms, "unstable as fuck, with virtually no freeboard". The very definition of "Seelenverkäufer". And I thank you for the term.
