I think that's just a reeeeaaaaalllly clumsy way of expressing a doctrine a lot of protestant churches have--that you must be "saved" or "born again" to get into heaven. All the good works in the world can't buy your way in--you have to accept Jesus as your savior. Then, regardless, you will go to heaven. However, if you are not a good person after having been "born again" your "punishment" so to speak, will be to have to face the savior knowing that you've been less of a Christian than you ought to have been, and perhaps will not have as much glory in the beyond as you might have had.
However, some protestant (pentecostal type) churches have as doctrine that you must continue to be a good person (living by the laws of the church/religion) or else "lose your salvation." While that makes a certain amount of sense in the context of being saved, then doing something bad, there's nothing in the Bible that I can find that supports that doctrine.
