Next time, tell the ISP (or whomever owns the lines) to wrap them in tinfoil. That way, not only will they resist the uber-ray capabilities of HAARP, it will also defeat it's signal interception and false transmission capabilities.

Oh, really? Is it in geosynchronous orbit right now? Because if it isn't, there is no way for it to aim it's weapon at an underground cable on the day-time side of the world!
On the other hand, HAARP could do this easily.
